The Department of Labor and Employment – National Capital Region (DOLE-NCR) conducted the Field Office Validation and External Awards Committee deliberation on June 21 and 25, 2021 to evaluate and select their official Public Employment Service Office (PESO) contenders in Metro Manila that will vie for the nationwide Secretary’s Bayanihan Service Award this year.
Amidst deferment of the Annual National PESO Congress due to COVID-19 pandemic, the Secretary’s Bayanihan Service Award is the labor department’s continued effort in recognizing the PESO that exemplifies innovation, resilience, and humanitarian service during the on-going health crisis.
Out of the 17 PESOs in Metro Manila, DOLE-NCR received 11 entries that vied for the Highly Urbanized City Category (i.e. PESO Caloocan, PESO Malabon, PESO Valenzuela, PESO Muntinlupa, PESO Parañaque, PESO Taguig, PESO Manila, PESO Quezon City, PESO Mandaluyong and PESO Pasig) and one entry under the 1st-2nd Class Municipality Category (i.e. PESO Pateros).
The DOLE-NCR Technical Working Group (TWG) from the Technical Support and Services Division – Employment Promotion and Workers Welfare (TSSD-EPWW) initially evaluated the submitted entries and ensured that each accomplishment of the participating PESO is supported by documentary requirements and testimonials from their beneficiaries prior to Field Office Validation and External Awards Committee deliberations. The former group verified or in any case rectified discrepancies in the data and accomplishments submitted by the PESOs while the latter group ensured the veracity of results from the previous assessments and made final recommendations for the DOLE-NCR’s official entries.
The DOLE-NCR Field Office Validation team were Angelica C. Freznosa (CAMANAVA), Kristofferson L. Sta. Cruz (PAPAMAMARISAN), Eritza B. Molea (MUNTAPARLAS), Hannah Jane T. Postrado (Quezon City), and Caesar C. Dela Cruz (MANILA) while the 6 external jurors from the External Awards Committee were composed of: 1) Regional Employment Focal Person, 2) Regional PESO President or her nominee, and a representative from the 3) DOLE Regional Coordinating Council, 4) Regional Development Council (DILG as representative), 5) Employer Organization, and 6) Media.
After the thorough deliberations, DOLE-NCR officially declared PESO Quezon City and PESO Mandaluyong as their official entries for Secretary’s Bayanihan Service Award under the Highly Urbanized City Category and PESO Pateros for the 1st-2nd Class Municipality Category.
