The Department of Labor and Employment – National Capital Region (DOLE-NCR), together with the Regional Tripartite Industrial Peace Council (RTIPC) held its first quarter meeting via virtual conference on February 23, 2021.
The meeting aimed to discuss the Inter-Agency Task Force on Emerging Infectious Diseases (IATF-EID) guidelines concerning business operations amid the pandemic; RTIPC 2021 General Assembly, draft Guidelines on DOLE-NCR 2023 Search for the Best TIPC, status report on the COVID-19 Adjustment Measures Program (CAMP) under Bayanihan Act II, and the labor inspection target in NCR for year 2021.
Updates on IATF-EID’s Resolution No. 99, series of 2021
Invited during the meeting, DOLE Assistant Secretary Ma. Teresita S. Cucueco discussed the IATF-EID’s Resolution No. 99, series of 2021, which relaxes restrictions on mass gatherings for religious activities in areas under General Community Quarantine (GCQ) effective February 15, 2021. Likewise, she also discussed, among others, the IATF’s approval on reopening and further expansion of the businesses or industries such as driving schools; traditional cinemas, and video- and interactive- game arcades; libraries, archives, museums, and cultural centers; and meetings, incentives, conferences and exhibitions (MICE).
Prior to its official release on March 3, 2021 through Department Order No. 224-21, Asec. Cucueco updated the RTIPC members on the labor department’s draft guidelines on ventilation for workplaces and public transport to prevent and control the spread of COVID-19, including the mandatory use of face shields.
Updates on RTIPC General Assembly and other plans for 2021
Due to the on-going threat of the pandemic, DOLE-NCR RTIPC agreed to defer the election of the 2021-2023 RTIPC Vice-Chairs and Tripartite Technical Executive Committee (TTEC). Thus, the current RTIPC Vice-Chairs Nestor Asuncion (Labor Sector) and Peter Quintana (Management Sector), together with the existing members of the TTEC shall continue to serve in hold-over capacity until the next schedule of their general assembly.
The meeting also discussed the draft guidelines on the first DOLE-NCR Search for the Best TIPC for Year 2023, which aims to recognize the achievements of the tripartite councils in NCR.
Updates on CAMP Bayanihan II assistance
Meanwhile, DOLE-NCR Chief Labor and Employment Officer Nelia M. Mungcal of the Technical Support and Services Division – Labor Relations and Labor Standards updated RTIPC members on the CAMP under Bayanihan Act 2. As of December 2020, DOLE-NCR reported a total of 289,462 CAMP 2 beneficiaries in Metro Manila—259,259 of which benefitted regular workers, including 14,745 workers in tourism, and 15,458 workers in education sector. The total funds disbursed as of said date amounted to P1,447,310,000.00.
Labor inspection targets for 2021 in NCR
The RTIPC members were also apprised on the DOLE-NCR’s target number of priority establishments for the 2021 Labor Inspection Program. For this year, the regional office targets 23,880 establishments as distributed to its field offices in CAMANAVA (3,231), MAKATI-PASAY (3,090), MANILA (4,495), MUNTAPARLAS (3,512), PAPAMAMARISAN (3,793), and QUEZON CITY (5,759).
RTIPC were also informed of the priority sectors for the labor inspection program, which included Business Process Outsourcing (BPO); Hospitality and Tourism; Manufacturing PEZA establishments; Construction; establishments employing child workers; Transportation (e.g. terminals, shuttle services, PUVs); Audio Visual and Entertainment; and Agriculture and Fishing.
In his closing remarks, DOLE-NCR OIC Assistant Regional Director, Atty. Russel A. Jallorina expressed his appreciation to all the members of RTIPC for their active participation. “Tuloy-tuloy lang, kapit lang,” were his final words of hope to continue advancing the interests of one another amid today’s challenges.
