The Department of Labor and Employment – National Capital Region (DOLE-NCR) provided emergency employment for 173 informal workers in Navotas City whose livelihoods or earnings have been adversely affected during enforcement of the Luzon-wide enhanced community quarantine.
“The work involves sanitation and disinfection of their dwellings and immediate vicinity of their houses, which include street cleaning but is only limited around their residential areas in compliance with the quarantine protocol. They need to adhere to social distancing measures while performing their job,” said DOLE-NCR Regional Director Sarah Buena S. Mirasol.
The activity fulfills the objective of the DOLE Department Order 210, series of 2020 (DO 210-20) or Guidelines for the Implementation of the Tulong Panghanapbuhay sa Ating Displaced / Disadvantaged Workers Program (TUPAD) #Barangay Ko, Bahay Ko (TUPAD #BKBK) Disinfecting / Sanitation Project signed by Labor Secretary Silvestre H. Bello III on March 18, 2020. Said DOLE order is one of the COVID-19 mitigating measures of the labor department to help address the pressing needs of informal workers in the quarantined areas through provision of temporary wage employment.
A total of 10 barangays in Navotas City have joined the TUPAD #BKBK program that was piloted on March 20, 2020 at Brgy. Sipac-Almacen, Brgy. Navotas West, Brgy. Navotas East, Brgy. BBN, Brgy. BBS, Brgy. Bangkulasi, Brgy. NBBN, Brgy. NBBS Dagat-dagatan, Brgy. NBBS Kaunlaran Village, and Brgy. NBBS Proper.
The TUPAD workers shall be provided with payment of wages equivalent to 100% of the prevailing highest minimum wage in the region; enrollment to group micro-insurance; and conduct of Basic Orientation on Safety and Health thru dissemination of brochures. The workers were also provided with personal protective equipment such as face masks, gloves, shirts, and cleaning materials and were also reminded to regularly and thoroughly wash their hands using soap and water or alcohol-based sanitizers as a precautionary measure to prevent the transmission of COVID-19.
DOLE-NCR oversees its project implementation in coordination with the City Government of Navotas through its Public Employment Service Office (PESO) and barangay officials that directly monitor and supervise the work of the beneficiaries.
Workers in the informal sector that would like to avail of the TUPAD #BKBK are to coordinate with their respective barangay officials for assistance.
